Solved Server crashing risk

put a limit on gun buying from the F3 menu before someone finds out and crashes the server. Also put a hard cap of 15 on C4's/UMPs/Binoculairs/Teleporters because you can do the same thing with those.

go make fun of pierogi for not being able to remember a server crashing bug

also some maps need to have their weapons spread out

Sorry forgot to update this. Fixed this a while ago. Time between purchasing weapons increases exponentially with each new purchase.
