I like the quick vote to extend option, although probably better to do it at start of round 6 for example, as to not interfere or delay map vote or basically duplicate rtv system with the difference being extra 2 rounds

I'll start by commenting on the report it self just to clarify some stuff. The shot it self can be considered a T act as he shot towards a player, the part about it being on a floor does not matter due to the distance, the rule is meant for more directly up/down shooting. But even so its a T-act...

+1 slay is a punishment so restricting use of props is suitable, and especially since the slay maybe for or result in spectator RDM
